Public to be refilling his/her battery(ies) with toxic chemicals? Aren’t there too many spontaneous combustion accidents as it is? What the scientists need to develop is a battery without lithium that has the same or greater storage capacity than a lithium battery.

If a bunch of cells fail, they an usually be replaced if the pack is amenable to that mechanically. Many are sealed so you would have to find a way into each cell.
A device with one or a few cells would be more amenable to this ‘refilling’.
